UNDERGRADUATE ADMISSIONS POLICY

(Based on Cabinet Decision 393 of 20 June 2017, annex 1)

Chapter 1 General provisions

  1. This Regulation defines the procedure for admission of bachelor students to higher education institutions of the Republic of Uzbekistan in accordance with the Law of the Republic of Uzbekistan "On education" and "On the National training program".

This Regulation does not apply to military educational institutions, foreign universities and their branches operating in Uzbekistan.

  1. Higher education institutions are admitted on the basis of State grants and admission quotas approved by a relevant decision of the President or the Cabinet of Ministers.
  2. Admission of students to full-time, part-time and evening (shift) higher education institutions is based on entrance tests (test, professional) and written exams.)

Admission of applicants to study within the quota of admission, as well as in addition to the quota approved by the relevant decision of the President of the Republic of Uzbekistan or the Cabinet of Ministers is carried out by the State Commission in the order established by this Regulation.

Admission to the higher educational institutions is based on equality, common rules of admission and single competition for all applicants (both for grants and contracts), and candidates who have scored the highest points in the test, get the right to receive state grants. Other participants have the right to register in the quota based on the test results.

The competition is held separately for each higher education institution in accordance with the areas of study, languages and forms of study. In case of approval of target admission quotas by region in separate directions, the selection will be carried out for each region separately.

Persons with disabilities and those who have completed military service in the Armed Forces of the Republic of Uzbekistan and received recommendations of the commander of the military unit, will participate in the competition for selection for higher education on the allocated quotas.

Test trials are conducted by the State Test Center under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter - the State Test Center).

The Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city khokimiyats, rectors (directors of branches) of higher education institutions provide necessary conditions for entrance examinations (testing, professional (creative) examinations, written examinations).

  1. Testing is conducted in three languages: Uzbek, Russian and Karakalpak (at universities in the Republic of Karakalpakstan).

The language of instruction in higher education institutions is determined by ministries and departments and approved by the State Commission before the adoption of documents within the quota approved by the relevant decision of the President or the Cabinet of Ministers.

Applicants take an examination and a professional (creative) language of study examination at the university. At the same time, participants who apply to Uzbek groups have the right to use the Latin or Cyrillic alphabet in Uzbek upon their own application.

The list of educational areas of higher education institutions in Uzbekistan and the corresponding set of test subjects are developed by the State Test Centre and the Ministry of Higher and Special Secondary Education and approved by the State Commission.

  1. Professional (creative) and multi-point examinations in higher education institutions are conducted in accordance with the procedure established in Annexes 1 and 2.
  2. The admission of blind applicants to higher education institutions is carried out according to the procedure specified in Annex 3.

10 1 . Enrolment in the extramural form of education in the bachelor's degree is carried out on the basis of the decision of the State Commission for Entrance Tests (professional (creative), written examinations), conducted by the State Center for Testing.

At the same time:

Admission to the bachelor's degree by means of tests is carried out in accordance with the Regulations on the procedure of entrance tests for admission to the bachelor's degree in higher education institutions of the Republic of Uzbekistan, approved by Cabinet of Ministers Decree № 261 of 3 April 2018;

Admission to the extramural form of study for a bachelor's degree in the form of entrance examinations to higher education institutions (professional (creative) and written examinations) is carried out in accordance with the procedure established in annex 5 to these regulations.

Chapter 2 Admission of foreign citizens

  1. Admission of foreign citizens to higher education institutions in Uzbekistan is based on Cabinet of Ministers decision No. 169 of 4 August 2008 and on international agreements.

Chapter 3 Admission of documents

  1. Admissions commissions are established in higher education institutions to ensure the quality of admission.

Entrants to universities, regardless of the place of their permanent (temporary) registration, submit the following documents to the admission committee of any higher education institution:

a certificate from a citizen's personal identification number, a series of passports and a number on form 09, issued by a civil passport or the Department of Internal Affairs;

Birth certificate for minors;

certificate of completion of secondary education (on the basis of grade 11) or specialized secondary education (with attachment);

Document confirming the rights of applicants who have privileges in accordance with the procedure established by the normative legal acts of the President and the Cabinet of Ministers;

Form of payment (receipt) for applicants who graduated from educational institutions in the years preceding the school year in which the tests are conducted (excluding persons with disabilities or full state support), paying half of the minimum wage for participation in the test.

No additional documentation is required from the participant.

Orphans and blind people who are fully supported by the state submit documents proving this.

The admission committee of the university returns the original documents to the applicant and transfers them to the applicant, duplicating a QR code (matrix bar code) in a special program of the State Testing Centre. The applicant checks the authenticity of data, confirms the registration sheet with his/her signature, saves one copy and returns the second copy to the Admissions Office of the higher education institution.

The registration of the applicants is carried out annually by the Admissions Committee of the higher education institution from June 15 to July 15 (inclusive).

Applications can also be submitted online.

Recommendations of the command of military units are valid for three years from the date of their issuance and termination of military service (this privilege cannot be reused if there is an order to enter the university).

If the above documents are available, the Admissions Office of the higher education institution has no right to refuse to register the applicants.

Admissions commissions of higher education institutions before July 20 will submit to the State Commission through the State Testing Center information on the number of applicants, including direction, form and language of study, as well as information on benefits.

Applicants who are recommended to the student office, apply in the fourth paragraph of this paragraph to the admissions committee of the university.

Chapter 4 Professional (creative) exams

  1. Professional (creative) exams (the first higher education institution), selected by applicants in accordance with the established procedure, from 11 to 20 July, the only multipoint score from 0 to 100% of the maximum score provided in the test rooms (system).

Appeals on the results of professional (creative) examinations are considered by the admission committee of the higher education institution until July 21.

The results of professional (creative) exams should be submitted to the State Testing Centre of higher education institutions by July 22.

Chapter 5 Preparation and Conduct of Tests

  1. Testing is conducted annually between July and August for daytime and evening (shift) training in two shifts per day. The state commission will determine the exact dates of the test.

Information on the applicant's test results will be published on the official website of the State Testing Centre within one week after the test completion.

  1. In accordance with the chosen course of study at a university, applicants take the test in the approved disciplines of the subject.

Test assignments are developed in accordance with the curriculum of general secondary, specialized secondary and vocational education.

In addition to the "Journalism", "International Journalism" and "Culture of Speech and Public Speech" study tests, professional (creative) examinations (from 0 to 63 points) are held.

Candidates who have received a certificate of qualification B1 or higher in a foreign language, issued by the State Testing Centre, are awarded the maximum score when they apply for this placement in the entrance examinations to higher education institutions, and they do not pass the foreign language proficiency test.

  1. The procedure for the preparation and conduct of entrance examinations is based on the regulations on the procedure for entrance examinations for admission to a bachelor's degree programme in higher education institutions approved by the Cabinet of Ministers of the Republic of Uzbekistan.

Chapter 6: Admission of applicants on a fee-paying basis, procedure and amount of tuition fees.

  1. Admission of applicants on a paid basis is carried out by the State Commission on the basis of entrance tests (test, professional (creative), written examinations) on the basis of unified rules of admission within the quota of admission approved by the relevant decision of the President or the Cabinet of Ministers.

After the decision of the State Commission on admission of entrants to the student on a paid basis contracts between higher education institution and legal or physical persons are executed in the established order.

Contract forms of the established sample are issued by the admission committee of the higher education institution from the date of publication of the recommendation for applicants to higher education institutions and are issued in 3 copies for legal entities and in 2 copies for individuals.

For applicants who are recommended by the State Commission on a paid basis, payment is made annually on the terms and conditions specified in the contract.

The terms and conditions of the agreement and obligations of the parties, the procedure for their implementation shall be carried out in accordance with the legislation.

  1. In accordance with the recommendations of higher education institutions, based on their abilities, the number of competitive works and earned points, the decision of the State Commission may apply for admission in excess of the quota for tuition fees (hereinafter referred to as "admission").

Proposals for additional admission will be submitted to the State Commission by October 15 in agreement with the ministries and departments.

The State Commission will decide on the rates of additional admission of applicants by October 20, based on the capacity of universities, the number of competitions and earned points, as well as increasing the fee for the contract.

At the same time:

An applicant in the list of results must submit an application for additional paid tuition within one month from the date of publication of the results of entrance examinations (test, professional (creative), written examinations);

Admission on a paid basis is carried out on the basis of a decision of the State Commission in accordance with the proposals of the university (in accordance with the admission criteria), agreed with ministries and departments.
